Hutt Chairmen were Hutts who presided over the Hutt Grand Council before and during the early stages of the First Hutt War, until its dissolution in 12,978 BBY. Although the Grand Council was a decision making body, near-absolute authority was granted to the Chairman, making the Chairman the de facto leader of the Hutt Empire. The position was disolved by the final Hutt Chairman, Tusa Ujalli Hai, who appointed himself Emperor of the Hutt Empire during the First Hutt War.
