Etesutr Hapor was a male Human who served as the Galactic Senator of Corellia and, following that, the Supreme Chancellor of the Galactic Republic, the latter from 12,987 BBY to 12,982 BBY. Once in office, Hapor continued the widely controversial policies of his predecessor, Alcor Bac, by continuing to expand the Republic’s influence into the Mid Rim. This furthered the already tense diplomatic relations with the Hutt Empire, which believed the Republic would mount an invasion of Hutt Space. As the situation worsened, Hapor became one of the few Chancellor’s to resign from office.
Three years later, in 12,979 BBY, the Hutt War broke out between the Republic and Hutt Empire. Chancellor Hapor’s policies were cited as one of the causes of the war, though Alcor Bac believed it was unfair to blame one person when it was the collective Republic arrogance that led to the war.

Early life and career[]
Etesutr Hapor was born on Corellia in the years prior to the Alsakan Crisis. In 12,999 BBY, the Corellian system, under the leadership of Prime Minister Anthoni Berethro Salandra, attempted to secede from the Galactic Republic. The attempt ultimately failed, and Corellia returned to the Republic soon thereafter.
Needing new representation in the Galactic Senate following the actions of Prime Minister Salandra, who also served as Galactic Senator of Corellia, Hapor was elected to serve in the Senate in 12,997 BBY. In order to maintain and advance his political career, Hapor immediately worked to distance himself from the actions and policies of Prime Minister Salandra.
Supreme Chancellor[]
Hapor was able to successfully avoid being associated with Salandra, allowing him to be elected Supreme Chancellor of the Galactic Republic in 12,987 BBY, succeeding Alcor Bac after Bac served two terms in office.[2] Hapor was succeeded in the Senate by Dagith Fel.[3]
The end of Chancellor Bac's term saw lower approval ratings due to tense relations with the Hutt Empire; the tension between the Republic and the Hutts came about after Bac pushed expansionist policies, moving the Republic's sphere of influence into the Mid Rim. The Hutts saw these actions as preparation for an invasion.[1]
Despite the worsening diplomatic situation, Hapor chose to pursue Bac's policies, further colonizing Mid Rim worlds with Republic outposts and settlements. The Hutts were furious at Chancellor Hapor's decisions, citing them as further proof that the Republic would attempt to move into Hutt Space. The Republic maintained that this was not the case and the Hutts had no reason to be concerned about expansion into the Outer Rim Territories.[1]
Relations between the two governments continued to decline into Hapor's second term. Only one year after being re-elected,[2] the Chancellor made the rare decision to resign from office, becoming one of the few individuals to ever resign as Chancellor. Homer Anthony Salandra, the son of former Prime Minister Salandra, was elected shortly thereafter.[1]
Legacy[]
By 12,979 BBY, Chancellor Salandra had come to believe that Hapor's decision to continue Bac's expansionist policies, despite the tension they were causing with the Hutt Empire, was a mistake. The Hutts continued to state that it was proof of an invasion, though the Republic had no plans to invade as the government felt content with the sphere of influence being created within the Mid Rim.[1]
That same year, Salandra proposed a meeting on Iridonia, a neutral Mid Rim world, between himself and Chairman Gorrbag of the Hutt Empire to discuss the issues each government had and come to an accord; the Hutt's decision to attend was hailed as a diplomatic victory for Chancellor Salandra within the Republic. The meeting, however, proved to be a failure, as a battle broke out between the two sides' forces, beginning the Hutt War.[1]
Hapor's policies were cited as one of the causes of the Hutt War, as were Bac's. Chancellor Bac, however, believed that placing the blame on one person was unfair. Instead, he felt it was the collective arrogance of the Republic—which believed the end of the Alsakan Crisis in 12,999 BBY would have brought everlasting peace—that caused the Hutt War.[1]
